한반도 주변의 바닷속은 점점 더 치열한 침묵의 전쟁터로 변하고 있다. 동북아시아 역내 주요 국가들이 수중 군사력 증강에 매진하고 있기 때문이다. 하지만 기존의 단편적인 수중 위협인식만 갖고서는 갈수록 복잡해지는 역내 지정학적 구도 속에서 정확한 수중 군사력 균형을 평가하기 어려울 것이다. 이러한 점을 보완하기 위해 마샬의 ‘총괄평가 방법론’을 활용해 한반도 주변의 수중 군사력 균형을 좀 더 면밀하고 냉철하게 살펴볼 것이다. 특히, 잠수함 전력에 대한 유형적, 무형적 변수를 중심으로 체계적인 분석을 수행하여 한국 내 지배적인 ‘전력’ 중심의 수중 군사력 담론의 문제점을 진단해보고자 한다.
Analysis of the Balance of Underwater Military Forces around the Korean Peninsula using the Net Assessment Methodology: Focusing on Tangible and Intangible Variables for Submarine Forces
The oceans around the Korean Peninsula are becoming more and more fiercely silent battlegrounds. In this paper, Marshall's “Net Assessment Methodology” will be used to more closely and calmly examine the balance of underwater military power around the Korean Peninsula. In particular, this study aims to diagnose the problems of the discourse of underwater military power centered on the 'forces' in Korea by performing a systematic analysis focusing on tangible and intangible variables of submarine power.
