The study analyzes policy measures to strengthen financial consumer protection in Cambodia by enhancing the debt resolution framework amid rising household indebtedness and increasing potential risks to financial system stability. Through a comparative analysis of international practices—including Thailand, Brazil, Malaysia, and Korea’s Credit Counseling and Recovery Service (CCRS)—the study confirms that debt restructuring, counseling services, and coordinated inter-agency mechanisms constitute key policy instruments for mitigating financial vulnerability. Accordingly, the study suggests that Cambodia establish common standards for debt resolution while introducing sector-specific measures tailored to particular borrower characteristics, under a framework operated by an independent institution with a clear legal mandate. It further proposes the gradual expansion of the existing Financial Consumer Center (FCC) into an independent debt resolution body covering both financial and non-financial sectors. Although such a framework could operate without a dedicated fiscal budget, it would require strong governmental support and institutional backing. The report presents these policy recommendations as a foundation for strengthening the protection of vulnerable financial consumers while promoting financial stability and inclusive economic development
