This study examines the recent increase in non-performing loans (NPLs) in Cambodia and, through a comparative analysis with Korea’s NPL resolution framework, comprehensively assesses the feasibility of establishing a public asset management company (AMC) and the associated institutional gaps. The findings indicate that Cambodia’s current level of NPLs remains broadly manageable, and the banking sector continues to maintain sound capital adequacy and liquidity buffers; therefore, the immediate introduction of a public AMC is considered to be of limited necessity. However, deficiencies in key institutional areas—such as the accuracy of asset classification, the effectiveness of collateral enforcement, the efficiency of insolvency and restructuring procedures, and the infrastructure of the NPL market—may pose medium- to long-term risk factors. Drawing on Korea’s experience, the study proposes a phased policy approach to enable Cambodia to respond proactively to NPL risks, including the enhancement of supervisory frameworks, legal and institutional reforms, the gradual development of private AMCs and NPL markets, and preparatory measures for the potential establishment of a public AMC within a broader crisis management framework.
